actually, unless you click on local, all the people shown won't be determined by the radius you chose in your profile
so if you don't click on it, you'll be shown people from all around the world

so, if you click on local, you'll be shown people around you, in a radius of X miles from where you live. If you click on online, you'll be paired with people around the world. For the ping tho, the thing is a bit more complex
first because depending on the game, you'll have dedicated servers or not
If you have dedicated servers, then it doesn't matter, the ping will be the same no matter who you are paired with because the ping will measure the communication time between you and a fixed server. If you don't have dedicated servers (right now all the games except f2p titles), then the ping depends on the distance between you and the rest of the players in the game (among other stuff, such as the quality of your connection)
