I don't know about Ultimate, but Mewtwo's forward Smash in 4 had a hitbox on the hands and a larger one at the energy he creates in his hands. If your opponent was too close and low (like, Pikachu) they could get in under the hands hitbox and the fsmash would miss entirely.
