I beg to differ, but I don't know much about it to actually dispute this.
Maybe I phrased that poorly, but what I mean is that in the same situation, whether at full health or 1HP, status or no, an ultra ball is always twice as good as a pokeball, and a great ball is halfway between those two
the best time to throw the ball in core games is when they're above 1/5 health but below 2/3
it has a specific formula, taco, that can change rates

Like the best situation in most core games, is 1HP, asleep, at night with a dusk ball. Although paralyze is slightly more consistent (don't need to reapply every few turns)
but this info is sadly not the case with lets go
I'm sure the ball catch rate is still the same
I hope the next core game isn't a souped up Mobile remake.
