Ah found a reddit post where Devolver talked about the release on the switch. They said the the switch didn't support the game engine when it was in development so they couldn't do it in parallel but now that switch supports it they are working on releasing on the switch.

GTA 5 could run in a ps3, so I don't think Rockstar would need them to port it

Yep. But Bethesda said that the new Doom was coming to switch, so porting also Fallout 3... It might be the 4th. Or it might be something completely new.
