You have to have NSO and then with the Platinum coins you get from doing the weekly missions you can buy icons and frames and backgrounds for you account photo

The icons frames and backgrounds rotate every week or month so you have to get the stuff you want before it goes away otherwise you can only see other people post those things as their profile pic
